I don't think that is correct. In order to qualify, the new car you buy must get at least 4mpg more than the clunker you trade in.
If the new car gets between 4 and 10mpg better, you get $3500 towards the purchase of that new car.
If the new car gets more than 10 mpg than your clunker, you get $4500 towards the purchase.

Your link indicates that the 1993 Toyota Camry gets no more than 18 mpg.
It looks like the 2009 Ford F-250 Super Duty with a 5.4 liter V8 engine only gets about 14 mpg.
